Honorary Volunteer Mr. Fabián Richter Zelaya joined the First Company on December 4, 2007. He has held the positions of Director, Secretary, Assistant, Youth Brigade Instructor, Training Inspector, and Rector of the former Training and Education School (FORCAP), and currently serves as Deputy Superintendent and Secretary of the Metropolitan Regional Fire Council.
Regarding the duties of his position, he is responsible for the institution’s salaried staff and its computer system. In this regard, during 2025, work was done to update the Fire Department’s website, as well as to implement an intranet system aimed at improving information management.
In addition, he is in charge of coordinating all administrative command committees, including the Outreach and Strategic Planning Committee, the Training Campus Committee, the Regulatory Reform Committee, and the Departments of Welfare and Information and Communications Technology (ICT).
Looking ahead, challenges include advancing gender equity and finalizing the implementation of the Karin Law for Fire Departments, among others.
